The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is one of the most powerful laws protecting rural workers in India. It legally guarantees 100 days of paid work per year to every adult member of a rural household. If the Gram Panchayat cannot provide work within 15 days of your demand, they are legally required to pay you an unemployment allowance.

Despite this, many rural families either don’t have a job card or don’t know how to demand work. This guide explains everything.

What is a Job Card?

A MGNREGA Job Card is a document issued by your Gram Panchayat that registers you as an eligible worker under the scheme. It records your work history, wages earned, and bank account details. Without a job card, you cannot demand work or receive wages. Getting a job card is free.

Who is Eligible?

There is no income limit. Both men and women are eligible equally. One-third of workers under MGNREGA must be women.

How to Get a Job Card

  1. Visit your Gram Panchayat office
  2. Fill in the registration form — available free at the office
  3. Provide a passport-size photo and Aadhaar card
  4. The Gram Panchayat must issue the job card within 15 days of application — this is mandatory by law

The job card is free. No one can charge you for it. If they ask for money, refuse and report it to the Block Development Officer.

How to Demand Work

Once you have a job card, you can demand work at any time:

  1. Submit a written application to your Gram Panchayat requesting work
  2. Keep a copy of your application with a date-stamp or acknowledgment
  3. The Gram Panchayat must provide work within 15 days
  4. If they fail to do so, you are entitled to an unemployment allowance — 25% of the wage rate for the first 30 days, and 50% thereafter
Your right: Work must be provided within 5 km of your residence. If work is offered beyond 5 km, you must be paid 10% extra for transportation and living expenses.
